The RIS3 of the Comunitat Valenciana has been approved

This approval was a necessary precondition for the Comunitat Valenciana (Region of Valencia) to have access to the European Structural Funds for the period 2014-2020.

On 27 February the Directorate General for Regional and Urban Policy of the European Commission officially notified the Ministry of Finance and Public Administration of Spain that, after analyzing the reports and annexes sent on 20 December, it is concluded that the condition on the Research and innovation strategy for intelligent specialization (RIS3) in the Region of Valencia is fulfilled.

Having submitted a partial paper in 2015, the European Commission had requested that the strategy should be supplemented in connection with the establishment of a budgetary framework, a monitoring and control system and a definition of the involvement of economic, social and knowledge stakeholders.

The Generalitat (Regional government) carried out the complementary work during 2016, and on September 30th its Commission for Science, Technology and Innovation approved a first draft that was sent to Brussels for review. As a result, some improvements were still suggested in the document that was finally approved on 27 December.

Two months later, official validation has finally been received by the Commission, which means a strong backing for regional R&D&I coordination policies as a contribution to the transformation of the Valencian production model from research and innovation.

RIS3 Comunitat Valenciana is a regional strategic framework for R&D&I policies that promote structural changes, defines incentives and determines the objectives and efforts that need to be made in order to have capacities in the field of research and innovation that contribute to our economic and social progress.

To this end, the Generalitat will spend more than 600 million euros in the period 2014-2020, complemented by another 220 from European Funds. This is expected to mobilize additional private investments in the order of 730 million euros. In addition, the bases will be established to compete in the national and European calls for science, technology and innovation, where it is expected to achieve returns of not less than 1 billion euros in the same period.

The targeting of all these resources in the priorities determined in the strategy (mainly Economy of Quality of Life and a New Sustainable Industry) aims at a profound transformation of our productive model in the years to come.
